The Finance and Administrative Services department has received several professional awards for the quality of it's financial reports and budget documents produced by department staff.
Certificate of Achievement for Excellence in Financial Reporting
The Certificate of Achievement for Excellence in Financial Reporting is awarded by the Government Finance Officers Association of the United States and Canada (GFOA). The Certificate of Achievement is the highest form of recognition in the area of governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management.
The Comprehensive Annual Financial Report (CAFR) has been judged by an impartial panel to meet the high standards of the program including demonstrating a constructive "spirit of full disclosure" to clearly communicate the City's financial story and motivate potential users and user groups to read the CAFR.
The City's CAFR for the fiscal year ended June 30, 2010 was awarded the Certificate of Achievement. In order to be awarded a Certificate of Achievement, a government must publish an easily readable and efficiently organized comprehensive annual financial report. This report must satisfy both generally accepted accounting principles and applicable legal requirements. A Certificate of Achievement is valid for a period of one year only.
This is the 21th consecutive year that the GFOA has awarded a Certificate of Achievement for Excellence in Financial Reporting to the City for its CAFR.
Distinguished Budget Presentation Award
The Distinguished Budget Presentation Award is awarded by the Government Finance Officers Association of the United States and Canada (GFOA). This award represents a significant achievement and reflects the commitment of the governing body and staff to meeting the highest principles of governmental budgeting. In order to receive the budget award, the City's budget document must satisfy nationally recognized guidelines for effective budget presentation. These guidelines are designed to assess how well the budget serves as a policy document, a financial plan, an operations guide and a communications device.
This is the 17th time that the GFOA has presented the City with a Distinguished Budget Presentation Award for the 2009-10 annual budget
Excellence in Operating Budgeting Award
The Excellence in Operating Budgeting award is presented by the California Society of Municipal Finance Officers (CSMFO). In order to receive an award, the City's budget must satisfy state and nationally recognized guidelines for effective budget presentation. Separate awards are presented for Operating Budgets, separate Capital Budget documents, Innovations in Budgeting and Public Communications.
This is the 24th year that the City has been awarded the CSMFO Excellence in Operating Budget Award for the 2009-10 Budget.
Excellence in Public Communications Award (Budgeting)
The CSMFO also awarded the City's budget for Excellence in Public Communications. This award was designed to recognize those organizations that have created an excellent tool for communications. For example, this could be the budget document itself, a section within the document, an internet site, or other consolidated popular style report.
Achievement of Excellence in Procurement Award
The City of Mountain View Purchasing Section has been named a recipient of the 2010 Achievement of Excellence in Procurement Award by the National Purchasing Institute, Inc. This award recognizes innovation, professionalism, e-procurement, productivity, and leadership attributes of the procurement function. The City of Mountain View has received this award nine times.
