2005

Oct 25, 2005 City Council Study Session to initiate a visioning process for the Cuesta Annex site.

2006

Jan 17, 2006 City Council Study Session to discuss a visioning process for the Cuesta Annex site.

Feb 28, 2006 City Council approved a concept process for the Cuesta Annex site based on the following objectives/parameters:
• Limit future use of the site to open space and recreational uses.
• Provide opportunities for broad public input and participation.
• PRC involvement in the master planning process.

Apr 25, 2006 City Council approved a consultant services agreement with HDR for the concept planning effort.

May 10, 2006 Parks and Recreation Commission reviewed the following components of Cuesta Park Annex concept planning process:
• Stakeholder Interviews
• Questionnaires to solicit public input
• City Web Site postings
• Other outreach to expand community participation

May 23, 2006 City Council Study Session to discuss a concept planning process for the Cuesta Annex site separate from the Recreation Plan development process.

Sept 13, 2006 Parks and Recreation Commission reviewed and prioritized the preferred design/use concepts developed during the Cuesta Annex concept planning process as follows:

1. Concept C “Culture, Agriculture and Active Use”
2. Concept D “Active Sports”
3. Concept B “Culture, Agriculture and Passive Use”
4. Concept A “Minimal Improvements, Passive Use”

Nov 14, 2006 City Council selected Concept B “Culture, Agriculture and Passive Use” as the preferred design/use concept for the Cuesta Annex site.

2007

Jul 10, 2007 City Council confirmed a history museum is an appropriate component and application of the “cultural/agricultural structure” as defined in the adopted Concept B “Culture, Agriculture and Passive Use”.

2008

Jun 24, 2008 City Council directed the preparation of the Cuesta Annex Master Plan by December 2008 based on the following:
• Use “Concept B/Flood Detention” as a starting point;
• Sole-source with RHAA for design services; and
• Schedule one community meeting, one PRC meeting and one City Council meeting

Jul 22, 2008 City entered into a professional services agreement with Royston, Hanamoto, Alley & Abey (RHAA) to begin the first phase of the master planning services for the Cuesta Annex Master Plan while the City Council is on summer break.

Sept 16, 2008 City Council approved an amendment to the professional services agreement with RHAA to complete the Master Plan process.

Sept 22, 2008 Community meeting held at the Mountain View Senior Center to solicit public input on the draft Cuesta Annex Master Plan, including the following key design elements:
• Flood Detention
• History Museum
• Community Garden
• Orchard

Nov 5, 2008 Parks and Recreation Commission recommended approval of the draft Cuesta Annex Master Plan with a flood detention, history museum and orchard.

Dec 9, 2008 City Council approved the Cuesta Annex Master Plan with the following design elements:
• Flood detention with 65 acre-feet storage on 4.1 acre footprint, 21.5’ deep.
• 10,000 SF, 35’ tall History Museum and .25-acre orchard on 1.5 acres.
• Reconfiguration of Cuesta Park west parking lot from 130 to 163 spaces.
• Promenade/entrance linking Cuesta Park to the Annex.
• Oak woodland with meandering trails, picnic sites and native landscaping.
• No community garden.
